I lead and advise complex, multi-partner health system initiatives spanning ministries, health authorities, provincial programs, and national organizations.
My work focuses on provincial health system planning, clinical service redesign, digital health, genomics, public health, and large-scale implementation. The case studies below highlight recent engagements, followed by a broader portfolio illustrating the depth and range of my consulting practice.
Provincial Tiers of Service Framework
Executive Lead
Designed a provincial hospital service planning framework spanning 50+ clinical services, aligning over 750 clinicians and leaders. Established a standardized approach to guide service distribution, capital planning, and workforce discussions across 100+ hospitals and health centres in BC, with health authorities beginning to apply the framework in clinical service planning and capital development.
Developed to address fragmentation in clinical service planning across the province.
Digital Pathology Testbed - Provincial Laboratory Medicine Services
Technical Portfolio & Planning Lead
Led delivery and transition planning for BC’s Digital Pathology Testbed, a provincially funded initiative advancing a unified digital pathology ecosystem across multiple health authorities. Oversaw a multi-partner program integrating cloud infrastructure, vendor platforms, and AI-enabled quality control, aligning technical, clinical, and governance requirements across participating organizations.
Established transition pathways and supporting artefacts, including a provincial Playbook and implementation resources, to enable continuity and future scale across participating organizations, including BC Children’s Hospital, St. Paul’s Hospital, and BC Cancer.

Genomic Data-Sharing Ecosystem (All for One)
Project Manager
Led development of BC’s contribution to a pan-Canadian genomic data-sharing ecosystem, shaping both governance and technical requirements. Negotiated the province’s data-sharing agreement, embedding Indigenous data sovereignty principles and aligning clinical, laboratory, and policy partners.
Addressed the absence of a coordinated national platform and enabled expanded access to genomics-enabled diagnosis.

Post COVID‑19 Interdisciplinary Clinical Care Network
Project Director
Established Canada’s first provincial post-COVID care network, integrating five regional clinics into a coordinated provincial model and later consolidating into a single virtual service. Supported over 2,300 patients and enabled more than 30 research initiatives.
Developed to address gaps in coordinated care for patients with long COVID.

Developed a 3-year provincial maternity services strategy addressing workforce, access, and sustainability challenges across BC.
Children’s Diabetes Services Assessment | Child Health BC
Managed a provincial self assessment across 16 pediatric diabetes clinics to clarify service requirements, identify gaps, and support planning for a coordinated provincial network.
Children’s Surgical Services Assessment | Fraser Health & Child Health BC
Led a regional assessment of pediatric surgical services across 10 hospitals to inform planning, quality improvement, and future investment.
Children’s Critical Care Services Assessment | Fraser Health & Child Health BC
Led a service assessment across 8 hospitals to identify strengths, unmet requirements, and opportunities to strengthen pediatric critical care services.
Adult Outpatient Medical Oncology Assessment | BC Cancer
Managed the provincial development and assessment of adult outpatient oncology services across 6 regional cancer centres and 31 community oncology network clinics.
Pediatric Medicine and Laboratory Services | Child Health BC
Led implementation of BC’s foundational Tiers of Service approach across pediatric medicine and maternal, fetal, neonatal, and child health laboratory services.

Provided senior leadership and transition planning for BC’s Digital Pathology Testbed, supporting implementation, governance, technical coordination, and sustainment planning across multiple health authority sites.

Supported BC’s contribution to a national clinical genomic data-sharing ecosystem, including governance, data-sharing agreements, Indigenous data sovereignty, and provincial policy alignment.

Co-developed provincial referral, intake, screening, and delivery workflows to support timely and equitable access to COVID therapeutics.
Clinically Extremely Vulnerable Populations | BC Centre for Disease Control
Supported development of provincial criteria, clinical guidance, operational processes, and communication strategies to identify and support high risk populations during the COVID-19 response.
COVID-19 Clinical Reference Group Business Case | BC Centre for Disease Control
Prepared the business case that secured over $1M in provincial funding to support clinical guidance development for COVID-19 care across acute, primary, and community settings.
Clinical Networks and Provincial Programs
Emergency Department Capacity Planning | Emergency Care BC
Developed a comprehensive provincial data table for 113 hospitals and health centres to support emergency service capacity planning, including catchments, referral patterns, visit volumes, and occupancy.
Annual Outreach Service Plan | BC Children’s Hospital & Child Health BC
Refined the planning process for pediatric specialty and subspecialty outreach clinics to improve coordination between tertiary specialists, regional hospitals, and community partners.
Perinatal and Pediatric Services Review | Northern Health
Conducted an operational review of perinatal and pediatric services at the University Hospital of Northern BC and developed recommendations to improve flow, coordination, and quality of care.
