Provincial Tiers of Service Framework
Role: Executive Lead

​Challenge: Clinical service planning was fragmented across 100+ hospitals and health centres.
​
Solution & Impact: Co-developed a provincial hospital service planning framework with more than 750 clinicians and leaders. Aligned over 50 clinical services into a single integrated framework to guide planning. The framework now informs capital, service, and workforce decisions across BC.

Emergency Department Capacity Model
Role: Analytical Operational Consultant

Challenge: Emergency departments faced closures and inconsistent capacity planning across health authorities.
Solution & Impact:
Designed an analysis model for 113 emergency departments, integrating operational data and regional insights to inform service planning, optimize patient flow, and support funding decisions.

Genomic Health Data-Sharing Ecosystem
Role: Project Manager
Challenge: Canada lacked a platform to support genomic data-sharing for rare disease patients across clinical sites and institutions.
Solution & Impact: Completed a needs assessment that shaped the Pan-Canadian Health Data Ecosystem’s development, including both governance and technical requirements. Negotiated BC’s provincial data-sharing agreement, embedding Indigenous data sovereignty principles and aligning labs, clinicians, and policy partners. This foundation enabled BC to advance Genome Canada’s All for One strategy and expand equitable access to genomics-enabled diagnosis.

COVID‑19 Therapeutic Pathways & Vaccine Planning
Role: Operational Consultant
​
Challenge: Clinically vulnerable patients needed timely access to COVID-19 vaccination and therapeutics.
Solution & Impact: Defined provincial eligibility criteria and coordinated logistics to reach more than 300,000 high-risk patients. Developed standardized referral pathways for treatments such as Paxlovid and remdesivir, ensuring consistent access across the province. These efforts strengthened BC’s ability to protect vulnerable populations during the pandemic.

Post‑COVID‑19 Interdisciplinary Clinical Care Network
Role: Project Director

Challenge: Patients with long COVID lacked coordinated, province-wide care services.
Solution & Impact: Established five regional clinics as part of Canada’s first provincial post-COVID care network, later consolidating them into a single virtual provincial clinic. Developed standardized referral pathways, care protocols, and patient/physician resources. The network has served more than 2,300 patients and generated over 30 research initiatives, setting a national precedent for post-COVID care.

Maternity Services Strategy
Role: Strategy Consultant

Challenge: Maternity service planning was inconsistent, especially in rural and remote communities.
Solution & Impact: Developed a three-year provincial strategy involving more than 100 hospitals and health centres. Balanced immediate crisis response with long-term redesign to improve access to safe, high-quality maternity care in underserved communities.
