Provincial Tiers of Service Framework

Executive Lead

Designed a provincial hospital service planning framework spanning 50+ clinical services, aligning over 750 clinicians and leaders. Established a standardized approach to guide service distribution, capital planning, and workforce discussions across 100+ hospitals and health centres in BC, with health authorities beginning to apply the framework in clinical service planning and capital development.

Developed to address fragmentation in clinical service planning across the province.

Digital Pathology Testbed - Provincial Laboratory Medicine Services

Technical Portfolio & Planning Lead

Led delivery and transition planning for BC’s Digital Pathology Testbed, a provincially funded initiative advancing a unified digital pathology ecosystem across multiple health authorities. Oversaw a multi-partner program integrating cloud infrastructure, vendor platforms, and AI-enabled quality control, aligning technical, clinical, and governance requirements across participating organizations.

Established transition pathways and supporting artefacts, including a provincial Playbook and implementation resources, to enable continuity and future scale across participating organizations, including BC Children’s Hospital, St. Paul’s Hospital, and BC Cancer.

Genome BC All for One Logo
Genomic Data-Sharing Ecosystem (All for One)

Project Manager

Led development of BC’s contribution to a pan-Canadian genomic data-sharing ecosystem, shaping both governance and technical requirements. Negotiated the province’s data-sharing agreement, embedding Indigenous data sovereignty principles and aligning clinical, laboratory, and policy partners.

Addressed the absence of a coordinated national platform and enabled expanded access to genomics-enabled diagnosis.

Post COVID‑19 Interdisciplinary Clinical Care Network

Project Director

Established Canada’s first provincial post-COVID care network, integrating five regional clinics into a coordinated provincial model and later consolidating into a single virtual service. Supported over 2,300 patients and enabled more than 30 research initiatives.

Developed to address gaps in coordinated care for patients with long COVID.

Consultant

Developed a province-wide capacity planning model across 113 emergency departments, integrating operational data and regional context to inform service delivery, improve patient flow, and support funding decisions.

Created to address variability in capacity planning and service disruptions across health authorities.

Consultant

Developed a provincial maternity services strategy across 100+ hospitals and health centres, addressing workforce pressures and improving access to safe, high-quality care in rural and remote communities.
